CARE International Humanitarian Director (previously known as CI Emergency Response Director)

Location: Geneva, Switzerland Timing: Summer 2011 Background: The primary objective of CARE’s humanitarian response is to meet immediate needs of affected women and men, girls and boys in the poorest communities in the world. Recognizing that people have the fundamental right to life with dignity, CARE also strives to address the underlying causes of people’s vulnerability. CARE has a responsibility as a leader in the sector to demonstrate the highest standards of effectiveness and quality. Position Summary: A primary role of the HD is to provide oversight and coordination of CARE’s responses to humanitarian emergencies including chairing response decision-making, ensuring CARE’s responses meet standards and coordination requirements, addressing problems when needed, mobilizing CARE-wide resources to support responses, including managing CARE’s emergency response fund, and promoting learning and accountability. The HD convenes and coordinates CARE International’s emergency response working group, involving national CARE members and country offices, to provide overall humanitarian policy and strategy direction for CARE globally and mobilize CARE-wide humanitarian capacities in an interdependent way. She/he leads the development and updating of CARE’s humanitarian policies, standards, systems, and strategies, including incorporation of gender approaches, and also leads the strengthening of CARE’s integrated and shared humanitarian capabilities across the organization. The HD guides and supports CARE International’s media and communication function and leads CARE’s humanitarian representation and advocacy work externally. Finally, the position is responsible for managing CARE’s emergency group including its staff, budgets and equipment, providing information and reports on CARE’s humanitarian work to the CI secretariat, board, membership, and country offices, and participating as a member of the CI secretariat’s senior management team and within appropriate CI governance committees and working groups. The position is based within CARE International’s secretariat in Geneva with expected 30% international travel, including to sites of major humanitarian emergencies.
